Starting Budget: Basic Needs in Montréal

How to read the 2025 Market Basket Measure for Montréal and build a starting budget from published components instead of one headline number.

What the 2025 threshold measures

Statistics Canada's 2025 Market Basket Measure for the Montréal census metropolitan area describes a modest basic-needs threshold, not a market rent or a comfortable-living target. The reference family is two adults and two children, and the frame is the metropolitan area rather than the municipal boundary.

The basket components

The total is built from food, clothing, transportation, shelter, communication, and other goods and services. Looking at the parts reveals local patterns. In the published Montréal table, the food component is larger than the shelter component, which differs from Toronto.

  • Food and other goods cover groceries and household basics
  • Shelter still bundles rent, utilities, appliances, and basic tenant insurance
  • Transport and communication reflect transit and phone costs

Shelter already contains utilities

The methodology folds utilities into the shelter bundle alongside rent, appliances, and basic tenant insurance. Listing utilities again as a separate cost double counts the same spending. Keep them inside housing unless a lease actually shows them billed apart.

MBM methodology

Do not extrapolate to singles or couples

The value holds for the reference family only. Dividing it for one person or scaling it for a larger household is not a valid method because household economies of scale exist. Use the figure as a starting point and build your own number.

Rebuild it with your own quotes

Swap reference values for verified ones where you can: a rent you have viewed, an actual transit fare, and a phone plan you can sign. Keep anything unknown as a labelled estimate to revisit after the first month of real bills.

Keep an arrival reserve

The statistical threshold does not price your personal move. Plan a separate cash reserve for possible deposits, furniture purchases, flights and travel, then check your own childcare or health needs. Some goods may already be represented in the statistical basket: this reserve is your cash-flow plan, not an official list of exclusions. Avoid counting the same expense twice.

Where to go next

Compare real journeys and neighbourhood rents on the city pages, then follow the full cost-of-living guide. A budget grounded in verified figures is more dependable than one grounded in a headline value.
